Conformance is stated, not assumed

Each quoted line is assessed against the requirement line it answers.
Non-conforming lines are flagged with the reason recorded.
Alternatives are permitted where the buyer allows them, and are shown as alternatives rather than substituted silently.
A buyer may accept, clarify or exclude a non-conforming line on a documented basis.
The comparison used to form the recommendation is retained in the audit trail.
