Start with the requirement
Write down the specification, quantity, required delivery location and timing. Identify the essential requirements and any acceptable alternatives. If one supplier receives a clarification that changes the scope, make sure the relevant information reaches the other participating suppliers through the same controlled process.
Make the commercial assumptions visible
Use a comparison that separates the base price from freight, installation, exclusions and other relevant charges. Show warranty, payment terms and delivery commitments alongside the price. Keep currencies and tax treatment explicit so a number does not appear comparable simply because it sits in the same column.
Keep alternatives separate
An alternative can be useful, but it should be identified. A substitute product or longer delivery period may affect whether the offer meets the original need. Record the deviation, explain its effect and decide whether the alternative is acceptable under the organisation's process. Do not silently treat a changed scope as an equivalent offer.
Agree how the decision will be made
Define the evaluation criteria before reviewing the offers. Cost, conformance and delivery may all matter, but their relevance depends on the requirement. Where supplier identities are masked during evaluation, retain the authorised process for revealing identities and carrying out necessary due diligence. Masking does not remove the need for accountable judgement.
Retain the reason for the selection
A later reviewer should be able to see the requirement, the offers received, the differences considered and the approval. If the recommended offer is not the lowest price, explain the reason. If a requirement or quote changes, preserve the earlier version and record what changed before the commitment is made.
